    The salary range for this position is $120,672-$167,124 per year. 

    The Central office is located in Denver, Colorado, and State of Colorado employees must reside in Colorado. At this time, the position is a hybrid of remote and in person.

    MISSION STATEMENT

    The Office of Respondent Parents’ Counsel (ORPC) is an independent agency within the State of Colorado Judicial Branch that is vested with the oversight and administration of legal representation for indigent parents in child welfare cases across Colorado. 

    Respondent Parents’ Counsel (RPC) play a critical role in achieving the best outcomes for children in child welfare cases by protecting the legal and due process rights of parents, presenting balanced information to courts, and promoting the preservation of family relationships.     STATEMENT OF DUTIES

    ORPC Staff Attorneys are required to work as a team to develop systemic policy initiatives and innovative approaches to the representation of respondent parents at both the trial and appellate levels of dependency cases.  Staff attorneys perform a variety of duties including recruitment, hiring, and evaluation of respondent parent attorneys; litigation support and case consultation; development of attorney practice standards; coordination and execution of attorney trainings and resources; and a variety of administrative support functions for the ORPC.   This position reports to the ORPC Director of Engagement.

    ESSENTIAL JOB FUNCTIONS

    • Serve as lead staff attorney in providing litigation support to contract attorneys and interdisciplinary teams and in responding to litigation questions and requests for information.
    • Assist the Director of Engagement in developing a community of support for respondent parent counsel.
    • Collaborate with ORPC staff to ensure training on and monitoring of fidelity to the practice standards.
    • Promote the use of interdisciplinary teams to achieve high quality parent defense.
    • Collaborate closely with staff to develop case consultation practices and updated litigation strategies dedicated to litigating issues of race, disability, culture, class, etc.
    • Monitor state and national legal developments in case law, regulations, and rule changes relevant to the ORPC mission.
    • Assist with court observations throughout the state, provide timely feedback to contract attorneys regarding observations, and use observations to inform consultation and training.
    • Assist ORPC staff in locating potential experts that will work at state rates, consulting with experts about their area of expertise, and promoting the use of appropriate experts in litigation strategies.
    • Work with ORPC staff to evaluate effectiveness of experts and improve engagement with experts and to create a user-friendly expert database.
    • Draft and prepare legal memoranda and briefs as necessary.
    • Assist in drafting and preparing the annual budget narrative, annual performance report, Commission reports, and other agency related documents as necessary.
    • Represent the ORPC through participation in committee meetings and work cooperatively with other child welfare stakeholders.
    • In state travel to observe contractors and meet with judicial and child welfare stakeholders as needed.
    • Perform other duties as assigned.

    This job requires that the applicant be an attorney who is licensed to practice law in Colorado or who can be licensed within six months. Applicants must have at least five years of relevant experience in family defense, child welfare law, or a related defense field.  Preference will be given to applicants who have a working knowledge of the Colorado Children's Code and Juvenile Rules of Procedure.  Must have excellent written and oral communication skills.

    Summary of Job Duties: Metro Volunteer Lawyers (“MVL”) is the pro bono program of the Denver Bar Association in collaboration with the Adams/Broomfield, Douglas/Elbert, Arapahoe, and First Judicial District Bar associations with a mission to bridge the gap in access to justice.The Managing Attorney is responsible for managing the daily operations of MVL and overseeing MVL Programming.

    DUTIES AND RESPONSIBILITIES:  The Managing Attorney is responsible for the following:

    • Supervising and training staff and interns/externs to perform all assigned responsibilities;

    • Acting as liaison with local law schools and special interest groups such as the Sam Cary Bar Association, the Colorado Hispanic Bar Association, the Colorado Indian Bar Association, the Asian Pacific American Bar Association, the Colorado Women’s Bar Association, the Colorado Lesbian Gay Bisexual Transgender Bar Association, local Inns of Court, and other groups to coordinate the delivery of quality legal services to the indigent;

    • Assisting with the application and submission of grant applications;

    • Assisting with the reporting as necessary on any grants awarded;

    • Assisting in facilitating fundraising efforts including the existing evergreen campaign, an annual auction, Denver Bar Association Young Lawyers Division events, and similar events;

    • Recruiting and retaining volunteer lawyers to represent clients and provide consultations as appropriate;

    • Overseeing the MVL Advisory Board.

    QUALIFICATIONS:

    1. Juris Doctor degree from an ABA accredited law school, admission to practice law in state of Colorado.

    2. Prefer five years’ minimum practice of law in public or private sector.

    3. Preferred experience in fundraising/ grant writing.

    4. Previous employment or volunteer experience performing legal services for low- and moderate-income people.

    Are you a dynamic leader who is passionate about improving and expanding access to justice in Colorado?  Are you energized by leveraging your skills and experience to make a difference for underserved Coloradans?  The Legal Aid Foundation of Colorado (LAF) and the Colorado Lawyer Trust Account Foundation (COLTAF) are seeking an Executive Director to fulfill their respective missions as fund-raising and grant-making organizations that are vital to Colorado’s civil justice ecosystem and catalysts for equal justice in Colorado.  


    About the organizations:

    LAF promotes equal access to justice by raising funds from lawyers, law firms, and others for Colorado’s statewide civil legal aid program, Colorado Legal Services.  LAF has an annual budget of approximately $2 million, and also administers other funds for the benefit of civil legal aid.  

    COLTAF administers the Interest on Lawyers’ Trust Accounts (IOLTA) program established by the Colorado Supreme Court, through which the interest earned on lawyers’ pooled trust accounts (holding short-term and nominal client funds) is used to make grants to support civil legal aid and other justice-related programs.  COLTAF’s annual budget varies widely depending on prevailing interest rates, ranging from $1 million to $6 million.

    The two organizations have separate, independent boards of directors, and are administered jointly by a staff of 3.5 FTE.  

    About the position:

    The Executive Director oversees strategy and operations for both LAF and COLTAF, and serves as a leader and partner in Colorado’s equal justice community.  The Executive Director is responsible for the day-to-day operations of both organizations, reports directly to both boards, and works with both boards to develop and implement each organization’s vision and strategy and to ensure continued impact and effectiveness.  Areas of responsibility include but are not limited to:

    • Stakeholder & community engagement:  Develops, maintains, and enhances relationships with other stakeholders, leaders, and organizations.  Participates in local, statewide, and national organizations and activities supporting the work of LAF and COLTAF.  Promotes both organizations in the community to increase awareness, understanding, and support.

    • Board leadership:  Provides leadership to both boards, keeping them well informed of financial matters and other issues of concern, and working with them to develop strategic solutions as necessary.  Assists the boards in establishing and maintaining committees necessary for success.  Works with board chairs to plan meetings and prepare agendas, and to identify, onboard, integrate, and support new officers and directors.   

    • Fundraising:  Assists and advises the LAF Board in developing and maintaining a plan for annual and future fundraising with measurable goals and objectives.  Responsible for the direction, development, and implementation of annual fundraising activities, and for creating the conditions for success.  Directs efforts to increase and expand funding sources for civil legal aid.  

    • Revenue enhancement:  Assists and advises the COLTAF Board in identifying, developing, and maintaining strategies to enhance revenue.  Responsible for ensuring implementation of revenue enhancement strategies, including bank compliance with rate requirements for COLTAF accounts. 

    • Grant-making:  Assists and advises the COLTAF Board in fulfilling its grant-making function, including setting grant priorities and developing grant criteria.  Responsible for the direction, development, and implementation of annual grant-making activities and required reporting.

    • Financial management:  Develops annual budgets for board review and approval, and manages operations within approved budgets.  Responsible for maintaining internal controls.  Works with auditor to complete annual audits and IRS 990 tax returns. 

    • Personnel and office management:  Hires, supervises and develops productive and effective staff members.  Responsible for developing and implementing personnel practices and personnel policy direction.  Provides leadership and direction for technology necessary to support operations and data security.  Promotes organizational efficiency and effectiveness.

    Job skills and qualifications:

    • A passion for equal access to justice in Colorado.

    • JD or Bachelor’s degree with demonstrated familiarity and experience with the legal community.

    • Significant law firm and/or nonprofit management experience. 

    • Demonstrated leadership skills.

    Salary and benefits:

    7. Assist with the preparation and submission of the annual budget to CBA’s Director of Pro Bono Programming; monitor and ensure adherence to budget.

    8. Act as liaison with and foster good working relations with participating lawyers, FPSC Advisory Committee, courts and court staff to assure program effectiveness, and to customize program operations as appropriate or required to meet their needs.

    9. Coordinate pro bono activities with lawyers.

    10. Create and maintain a network of FPSC/BPSC volunteers, working with local law schools, Colorado Legal Services, and others as needed to coordinate that network and its responsibilities.

    11. Keep abreast of legal issues encountered at the FPSC and train/mentor volunteers, as needed.

    12. Provide information about the FPSC’s activities to the U.S. District Court, the CBA Executive Council, and FPSC’s Advisory Board, and prepare semi-annual reports about the FPSC’s activities for the same.

    13. Partner with the CBA and the federal court to promote the FPSC/BPSC and keep its programs top of mind for lawyers, the court, and clients. 

    14. Perform other duties as assigned.

    15. To ensure stability and consistency within the program, a two-year commitment to the position is required.

    1. Juris Doctor degree from an ABA accredited law school, admission to practice law in state of Colorado and U.S. District Court – District of Colorado, and no pending or actual censure, suspension, or disbarment in any jurisdiction.

    2. Prefer five years’ minimum practice of law in public or private sector, with experience in Federal Court litigating cases involving employment and/or civil rights.

    3. Previous employment or volunteer experience performing legal services for low- and moderate-income people.

    4. Excellent written, oral, and listening communications skills.

    5. Excellent organizational and planning skills.

    6. Previous supervisory experience preferred.

    7. Experience in and demonstrated ability to interact with a wide variety of persons and constituencies with diverse economic, educational, racial, ethnic, and religious backgrounds.

    8. Proficiency with computers and Microsoft Office, and database platforms.

    The OLLS offers a total compensation package that includes a starting salary ranging from $78,750 - $89,775, commensurate with demonstrated qualifications and experience; medical, dental, and vision insurance; life insurance and short-term disability insurance; employer contributions to retirement; paid leave benefits, including annual vacation leave, sick leave, family and medical leave, holidays, and compensatory time; a monthly transit allowance; seasonal flexible work schedules; and optional FSA and HSA accounts. OLLS Staff Attorneys may also qualify for a public service loan forgiveness if they meet certain requirements while employed full-time in public service. 


    The OLLS offers a hybrid work environment that is designed to meet the needs of the legislature and allow staff to work remotely throughout the year. However, during the four-month legislative session (January to May), this position regularly requires in-person work at the State Capitol. During the eight-month legislative interim (May through December), employees may choose to work remotely or come into the office on most days, but in-person attendance is occasionally required.
